Oily!!!!
They say not oil based, but it is very oily. I have shaken it a few times & oil has separated from water and just makes my face a greasy mess, I have only had this product for 1 month. I contacted them online & get only AI response. So not helpful.

garnier.ca/It takes forever to get waterproof mascara out. In the end i feel like it sands down my eyelids and i have to use a lot just to get the make up out. I used other make up removers that are not sold anymore, unfortunately, that were much for effective in removing waterproof make up. Definitely did not like this product and i am considering paying more for a better product and formula. A pity.

Didn't remove waterproof mascara very well. My eyelids and brow area were irritated and sore after use.
